The history of Uganda is characterized by divisions along political and ethnic lines that serve to both destabilize the country and stifle social and economic developments. Idi Amin’s rule as a dictator during the 1970s disrupted commerce and prevented development. Since 1986, the Lord’s Resistance Army has opposed the Ugandan government and kidnapped and killed civilians in the north of the country. At one time approximately 1.7 million fled their homes and lived as internally displaced persons (IDPs) in Uganda, often in crowded, poverty-ridden refugee camps. The current administration is negotiating a peace with the LRA, and citizens from the north are returning to their homes, but civil society remains disrupted.

Visions in Action has been working in Uganda since 1991 and is currently contributing to the relief effort by working to increase HIV/AIDS awareness and prevention. Both supported volunteer positions and the classic volunteer program are offered in Uganda.
